Public policy: ICF provides research, strategy, evaluation and analytical services in public policy. We have teams working on issues as diverse as employment, environment, education, climate change, innovation, health, welfare, justice, governance and social policy. We work around the policy cycle - identifying problems, advising on the design of policies and strategies, and providing impact assessments, implementation support and evaluations. International development: ICF manages and implements large urban development and transport sector projects. We are experienced in implementing assignments which involve strategic assessments of urban institutions; recommending sound policy advice; developing operational frameworks for institutional reforms; and preparing effective priority investments for future projects. Ports and logistics: Our team provide technical and advisory services that cover: strategic & master planning, forecasting & scenario planning, benchmarking & competitiveness assessment, independent market assessment & due diligence, feasibility studies & investment appraisal, cost benefit / impact assessment, public-private partnership (PPP), regulatory advice, pricing, tariff, concessions and economic development.
