HLCS was launched in mid 1990's by two founding partners, Attorneys Tahlil Ahmed and Omar Abdulle. In the mid 1990's until recently the focus of HLCS was on law reform, legal advice, research and capacity building of legal institutions in the Horn of Africa. In January 2014, the law firm expanded with more Partners and Associates turn-ing into a full service law firm. HLCS is a client focused law and consulting firm and brings together leading experts in law and the political culture of the Horn of Africa and the capacity to assist its clients with all necessary legal services and business solutions. HLCS also provides services in institutional and capacity building for clients engaged in international development.
