THE ORGANIZATION The Town of Windsor is home-rule with a Board/ Manager form of govt. The Town employs 114 benefited personnel and has a total budget of $53 Million in 2015. Windsor was incorporated in 1890. There are about 799 businesses and a full-time employment base of more than 7,000 jobs.
